When adults penguins are forced to go to sea so as to feed themselves and to catch food for the chicks, the latter are gathered in groups comparable to nurseries watched out by one or two adults.
This cunning system is set to avoid chicks being killed by predators like skuas. Not only penguin chicks are too young to fish by themselves, but they simply can't immerse in freezing water. Their juvenile down, visible on the photo, is not a protection against the cold. They'll have to wait for a few more days for their adult feathers.
