Apsaras or Devatas carvings

Photo of another carving in the stone of a temple of Angkor representing the guardians of the place. Those guardians are called apsaras or devatas. I was unable to find out why there is an ambiguity between the two terms. I know they are always represented dancing and smiling but whether they are devatas or apsaras, I don't know.
